1. CONTEST DESCRIPTION

«BALTIC 3I 2.0» IS THE CONTEST OF INNOVATIVE IT-PROJECTS HELD BY «SKOLKOVO» FOUNDATION AND «KALININGRAD REGION DEVELOPMENT CORPORATION»
The main purpose of the competition is to initiate research and development of new technologies on subjects that are in demand on the market, among the Russian small and medium innovative companies and research organizations.

Before registration or request submitting, we recommend you to read all contest information carefully, considering that this competition requires special qualification requirements, projects presentation methods, content and technical requirements.

Baltic 3i contest is regulated by present official rules.

2. SUBJECT OF COMPETITION

Technological projects can take part in the competition if they are based on the development and application, related to one of the following areas:

— Information Technologies for energy efficiency and housing and utility sector
— IT in social services
— Strategic computer technologies and software
— Radioelectronic devices and technologies

3. QUALIFICATION REQUIREMENTS

The Competition is open only for: individuals, who are at least eighteen (18) years oldat the time of registration and who arecitizens or permanent residents of the Russian Federation, the Republic of Lithuania, the Republic of Latvia, the Republic of Estonia, the Republic of Poland, the Republic of Kazakhstan, the Republic of Belarus, the Republic of Finland,the Federal Republic of Germany, as well as legal entities, established in accordance with the legislation of the Russian Federation, the Republic of Lithuania, the Republic of Latvia, the Republic of Estonia, the Republic of Poland, the Republic of Kazakhstan, the Republic of Belarus, the Republic of Finland, the Federal Republic of Germany (hereinafter referred to as "Projectapplicants").

The Competition is not open for: persons, professionally involved in preparation or conduction of the Competition; employees of organizations, where local regulations contain a ban on filing an application for participation in the Competition or on the reception of a prize (prizes), as well as civil servants of the Russian Federation, the Republic of Lithuania, Latvia Republic, the Republic of Estonia, the Republic of Poland, the Republic of Kazakhstan, the Republic of Belarus, the Republic of Finland,the Federal Republic of Germany or employees ofmembership-based entities where the State is a participant. However, students and teachers, who are actively engaged in study, research or teaching activities at universities (schools) and do not have any commercial or potential commercial relations with the Organizers and are not listed in the above paragraphs, are allowed to participate in the Competition.

4. PROJECT APPLICANTS AND TEAMS

Individuals: Project applicants - individuals must apply for participation in the Competition as individuals.

Working groups: Alternatively applicants - individuals may submit one application on behalf of a working group consisting of several persons (hereinafter referred to as the "Working group"). Each member of the Working group (hereinafter referred to as "Member of the Working group") must separately agree to this Regulation by submitting a statement of consent to participate in the project, described in the Application, written in the name of the Project applicant - an individual applicant. If any member of the Working group does not accept the terms of this document, the Organizers reserve the right to leave a request of such Working Group without consideration.

In the application, filed on behalf of the Working group, one member of Working group should be specified as the "head of the Working group" to be a contact person for the purposes of the Competition. The head of the Working group is responsible for filing the application on behalf of the Working group. The Project applicant - an individual can be a member of only one Working group, but more than one application can be filed on behalf of each Working group. In the framework of the Competition, all applications submitted by the Project applicant, an individual, belong to his Working Group, registered with specification of the head of the Working group.

Legal entities: in the Application, filed by the Project applicant, a legal entity, one individual as the «Legal entity contact person" as a contact person for the purposes of the Competition should be specified. Legal entity contact person is responsible for filing the Application on behalf of the legal entity. Employees of the Project applicant, a legal entity, are prohibited to file an Application as an individual (i.e., as Project applicant - an individual). All Applications must be submitted by the Project applicant, a legal entity, in coordination with the Legal entity contact person.

5. TERMS AND PROCEDURE FOR THE CONDUCT OF THE COMPETITION

5.1. The term of the Competition begins October 1, 2015 at 00:00:01 Moscow time and ends on April 16, 2016 at 23:59:59 Moscow time. The Organizers reserve the right, without any liability, in its sole discretion at any time, for any reason, terminate , modify or suspend the Competition and the operation of these terms hereof.

At any stage of the Competitionthe Organizers may request the Project applicant to provide any additional documents and (or) information relating to its Application.

Competition is not a public competition within the meaning of the term, provided for in Article 1057 of the Civil Code of the Russian Federation.

The Project applicant agrees that the materials and information provided to the Organizers in the Application, as well as any other information, ideas and materials provided to the Organizers in course of the Competition may be disclosed by the Organizers or their proxies and used in PR and advertising activities ofthe Organizers, and only at the discretion of the Organizers except the descriptions of technologies and architectures.

5.2. Elimination round

All initial applications are to be received by Organizers not later than February 29, 2016.

Each "Initial application", with the relevant statements of the Project applicant about his place of residence, citizenship and fulfilling the qualifying requirements, may be considered by representatives of the Organizers, Partners and (or) one or more judges, selected by the Organizers, (hereinafter referred to as "Board of justice") to determine the correspondence of the Initial application to the Competition qualification requirements described herein. As it deems appropriate, the Organizers have the right to engage third parties forparticipation in the Board of justicework as judges and experts and (or) assistance in reviewing Applications and selecting the winners.

If the Board of justicedetermines that any initial application does not meet the qualifying requirements of the Competition (for example, does not refer to the directions listed in Section 3 hereof), the Organizers have the right: to leave a request without consideration or to invite the Applicant to submit a revised Application for further consideration of the Organizers.

Each applicant must fill in a project profile (provided by the Organizers), providing more detailed information about the project, submitted to the Competition. Among other things, the application will contain questions, aimed at obtaining the following information:

— information about the applicant;
— description of the product or service and detailed description of the technology;
— feasibility study and market strategy;
— technological innovation;
— size of the market;
— information about competitors.

From all applications of the elimination round, the Board of justiceselects 16 (sixteen) applications for the final (hereinafter referred to as "The judges' decision").

5.3. Final

Organizers will take reasonable steps to notify applicants, whose applications have been selected for the final ("Finalists"), of possibility to reach the final round, by mail, email or telephone (at the discretion of the Organizers and usingthe information provided during the registration process). After that the notified finalists are supposed to: confirm the readiness to participate in the finalwithin 3 (three) working days from the date of initial notification of the Organizer and provide the Organizer any other information and documents that may be required by the Organizers to confirm the performance of the qualifying requirements. If anyfinalist does not confirm theparticipation in the final and does not promptly provide the necessary information or documents to confirm the performance of the qualifying requirements, another finalistcan be selected at the discretion of the Organizer.

Each Finalist will have at least ten (10) calendar days to prepare a detailed review of hisApplication. The detailed review must contain the following information:

— business and technical concept, including business need or problem, solved using this business technology;
— developed key technology;
— the way of the product implementation;
— analysis of the market, including competitive analysis;
— information on the administrative board;
— the financial objectives of the company;
— technological innovation;
— possible use in the Russian Federation.

In addition, each Project applicant shall prepare a detailed presentation, containing the information about the project. Project applicants should also be prepared to demonstrate their technical solution or a prototype or innovation use cases as a business model.

During the final stage, the presentations of the Finalists must be submitted to the Board of justicepersonally by Finalist - individual or the Legal entity contact person.

The Board of justice will select no more than four (4) winners of the Competition (hereinafter referred to as "Winners") in the following categories: Strategic computer technologies and software, IT in Social services, Information Technology for Energy Efficiency and housing and public utilities, Radioelectronic devices and technologies. As expected, the winners will be announced during the final event, which partly depends on the provision by potential winners of all relevant documents requested by the organizers. All decisions of the Board of justice are final, non-appealable and binding. Potential winners must comply with all requirements of this document, the victory is recognized after verification of qualification requirements and meeting all requirements set forth herein. The Organizers may announce Finalists on the Competition web page and try to notify them by mail, email or telephone (at the discretion of the Organizers and using the information provided during the registration process).

6. PROCEDURE FOR APPLICATION ASSESSMENTOF COMPETITIVE SELECTION PARTICIPANTS

6.1. Assessment criteria for Applications of the Project applicants (when determining the winner) are:

6.1.1. The sufficiency of the information provided about the project. If, in the opinion of the Board of justice, the amount of information is not sufficient, the Board of justice may decide to terminate the application review of the Project applicant.

6.1.2. Relevance to the Competition theme. If, in the opinion of the Board of justice, the Application does not comply with the stated theme of the Competition or its individual requirements, the Board of justice may decide to terminate the application review of the Project applicant. However,the Board of justice has the right to continue consideration of the application if the project corresponds to the Competition theme but noncompletely corresponds to the requirements of the Competition, such as:

— Tangible market opportunities, including such factors as significant breakthrough;
— Originality and creativity, including significant distinction between competitors;
— Innovative technical solutions and (or) prototype;
— Importance for the market of the Russian Federation and for the world market;
— The possibility of success and scalability in the long term.

6.2. In conducting the Competition the Board of justice reserves the right to admit the absence of winner.

7. RESULTS OF THE COMPETITION

7.1. to the results of the Competition:

7.1.1. The Winners in each category, who are non- Russian legal entities, are sent the notice of the possibility to transfer the right of their project performanceby legal entity, which complies with Part 2 of Article 10 of the Federal Law of 28 September 2010 № 244 -FZ "On the "Skolkovo" innovation center (hereinafter - the Law), to the "Skolkovo" Fund for the purposes of assigning the participant status of the establishment and functioning of the "Skolkovo" innovation center Project and for the purposes of applying for the 5 million rubles Grant by the "Skolkovo" Fund.

7.1.2. Winners in each category, who are legal entities, established in accordance with Russian legislation , subject to the provisions of this document , as well as in accordance with the laws and regulations of the Project (within the meaning of that term as contained in paragraph 11 of Article 2 of the Act) provided assigning the participant status of the establishment and functioning of the "Skolkovo" innovation center Project, within the meaning of that term, contained in paragraph 8 of Article 2 of the Act , may apply for a 3 million rubles grant by the "Skolkovo" Fund.

7.2. Competition Partners have the right, upon request, to provide additional financial and other support to the Winner and to the Project applicants.

7.3. All Finalists will be awarded diplomas and prizes. Claims for rejected Applicationsare not accepted.

8. GENERAL CONDITIONS

8.1. Project applicantsand Organizers undertake to adhere to ethical standards and businessconduct.

8.2. The organizers reserve the right, in case of violation of the standards of business and corporate ethics,leave the Project applicant application without consideration.
